How to use permanent disabled dependent exemption?

My mom met with an accident 5 yrs back and now she is permanently disable certified by Govt doctor though she is not undergoing any treatment she is depending on me for all her basic needs she has no income neither my father so am i eligible to use permanent disabled dependent exemption
