When placing Custom Wraps on Undrilled Drum Shells.....?

When I buy a drum shell (to make my own snare drum) and buy a custom wrap for it, do I drill the holes in the shell for the lugs and then put the wrap on and drill holes in the same place, or do I put the wrap on and then drill the holes for the lugs?
