Chemistry Lab Help Needed over a Hypothesis...Help!!?

Sorry, it isn't correct. The quick example that would prove it isn't is sucrose because it dissolves in water and is not a charged species. Generally, things with a more polar nature are better soluble in water but they don't have to be ionic to dissolve. Other examples, iodine, other sugars, many alcohols (methyl, ethyl, isopropyl, etc.) Hope this helps.
